Property Owners Age 65 and Older

Property owners who are 65 and over may now qualify for an additional homestead exemption. Application forms are available at the Assessor's office, or can be downloaded at https://tax.iowa.gov/tax-credits-and-exemptions. Online applications are not available at this time. Applications can be returned to the Assessor's office at 301 East Main Street, Manchester, IA 52057 and are due July 1st. Please call the Assessor's Office at 563-927-2526 with any questions.

ASSESSMENT NOTICES

The Delaware County Assessor's Office has mailed the 2023 Real Estate Assessment Notices to all property owners as of March 30th, 2023.  The notices are intended to inform the property owners of the estimated market value of your property.  The values should not be confused with taxable value or the tax bill. 

Assessments are required to be at 100% of fair market value of the property (unless otherwise provided by the Code of Iowa) in its condition as of January 1st.  This is the amount established by the assessor’s office before application of the state rollback factor.  The 2023 assessed value will be the basis of your tax bill in 2024/2025

Property owners who feel the value indicated is not fair market value should be prepared to state their estimate of market value and present evidence to support that estimate, such as sales, costs, remodeling, recent appraisals, etc.

NOTICE: If you are not satisfied that the assessment is correct, you may contact our office on or after April 2, to and including April 25, of the year of the assessment to request an informal review of the assessment pursuant to Section 441.30. 

OR, if you are not satisfied that the assessment is correct, you may file a protest against such assessment with the Board of Review on or after April 2nd to and including April 30th (May 1st for 2023 since April 30th is on a Sunday) of the year of the assessment.  Such protest must be confined to the grounds specified in Section 441.37(1)(a)(1), Code of Iowa. 

Electronic filing of protests is authorized by the Delaware County Board of Review under Iowa Code 441.37 (3) and petitions can be emailed to dlett@co.delaware.ia.us.  The petition form may be found at https://delawarecounty.iowa.gov/ or https://delawarecounty.iowa.gov/assessor/

Homestead Tax Credit

In order to qualify for the Homestead Tax Crecidt, you must own and occupy the property as a homestead on July 1 of each year, declare residency in Iowa for income tax purposes and occupy the property for at least six months each year.  Persons in the military or nursing homes who do not occupy the home are also eligible. 

 

The claim must be filed on or before July 1.  Claim is allowed for successive years without further filing as long as eligible. 

 

Our office will mail a Homestead Tax Credit form to you after transfer paperwork is recorded and processed or you may find a pre-populated application within your parcel information on this website.
